About the Authors
Mike Smith
Mike Smith is Senior Vice President of Marketing at TALX, an Equifax Business Unit. He is responsible for marketing, sales force automation, and marketplace research as well as serving on the TALX Executive Committee.
Mike began his TALX career when the company was first launched and he has led the marketing team at TALX since 1990. Drawing on over 20 years of industry experience, he has spoken at numerous workshops and has participated on HRO World, APA, IHRIM and IQPC panels on the topic of outsourcing, self-service and interactive technologies. He is a co-author of 21 Tomorrows: HR Systems in the Emerging Workplace of the 21st Century, and has also authored several articles on outsourcing and self-service applications in human resources, payroll and benefits. Mike is a graduate of Southeast Missouri State University.
Dave Fowler
Dave Fowler is Vice President of Product Strategy at TALX, provider of Equifax Workforce Solutions. His responsibilities include new business services and expansion, partner initiatives and integration of acquired products for TALX Corporation.
Dave joined TALX Corporation in 1983 as a programmer for interactive voice response applications. He was instrumental in the creation of The Work Number employment verification service at TALX and introduced standardized products for electronic banking, time collection, and 401(k) account administration. In recent years Dave has been responsible for introducing new outsourced services such as W-2 eXpress, and T4 eXpress as well as new features to existing services that TALX provides to its clients. The newest service he has introduced is the TALX electronic I-9 service called I-9 eXpress, a service that allows I-9s to be completed online, automatically verifies new hires with the US Department of Homeland Securitys E-Verify program, and when used with The Work Number measures I-9 compliance. He is currently expanding and integrating many of the existing TALX services into a comprehensive, online onboarding and electronic employee file service.
Dave is a graduate of Washington University in St. Louis, MO as well as the University of Pennsylvania, Wharton School Executive Development Program.
Among his other roles, Dave serves on the TALX Client Advisory Board. He is a frequent speaker on issues regarding electronic I-9 compliance for such organizations as the American Payroll Association and HR.com. He chairs subcommittees on verification systems for the American Payroll Association and the National Association of Professional Background Screeners. He also participates in workshops and seminars with the Social Security Administration and the Department of Homeland Security (Immigration and Customs Enforcement and U.S. Citizenship and Immigration Services) regarding the E-Verify program.
Dave is currently a leader serving in the church ministries of marriage enrichment and music.
Tammy Mullin
Tammy Mullin is Senior Director of Product Management for Unemployment Cost Management Services at TALX. She is responsible for the overall strategic direction of the Unemployment Cost Management business, focused on both developing new business opportunities and improving our customers experience with current products.
Tammy started her career with TALX in February 2005 in our accounting department and was promoted to Director and Controller in July 2005. After the merger with Equifax in May 2007, Tammy was promoted to Senior Financial Officer for TALX. In May 2008 she took on more of a business role and became the Senior Director of Product Management for our Unemployment Cost Management business.
Tammy is Pragmatic Marketing Certified. She received a B.S. in Accounting from the University of Delaware and her CPA license in the state of Pennsylvania. She started her career in public accounting where she spent 9 years as a trusted business advisor for entrepreneurial companies involved in various transactions from mergers and acquisitions to initial public offerings.
Tammy has a passion for spending time with family, camping, scrapbooking and all things Disney.
Angela Lockman, CEcD
Angela Lockman is the Senior Director of the Tax Credit and Incentives practice at TALX. Her responsibilities include the strategic direction and financial performance of the business. Angela is a senior tax credit and economic development professional with broad experience in negotiable incentives and tax credits, site location project management and governmental affairs. Before joining TALX, Angela was the Southeast Tax Credits Practice Leader for KPMG LLP, where she was instrumental in the development of a national tax credit and training incentives database. Angela has advised multinational corporations on site selection issues, tax credit opportunities and negotiable incentives, including filing tax credit refund claims, writing training grant proposals, preparing incentive applications, and representing clients at governmental hearings. Angela has secured incentives for clients both nationally and internationally, and provided economic development consulting to governments inside and outside the U.S.
Angela received her Certified Economic Developer (CEcD) designation in 1994. She serves on the editorial board of Stafford Publishing’s Tax Incentives Alert. Angela is President of the South Carolina Economic Developers Association and is a member of the State and Local Tax Study Group of the South Carolina Department of Revenue. Angela has co-authored several articles on domestic and international tax issues for the Journal of Multistate Taxation. She has served as an instructor for the Economic Development Course at the University of North Carolina, and the South Carolina Economic Development School at the Tate Center/College of Charleston. She is a graduate of Furman University and the Economic Development Institute at the University of Oklahoma.
Pat Powell
Pat Powell is the Director of TALX Employer Tax Services for the Columbus, Denver and St. Louis offices. Pat has been with TALX for over 26 years. She spent the first two years of her employment as a Claims Consultant with the last 24 years of her employment spent in various supervisory and management positions in the Tax Services Division specializing in merger and acquisition tax services. Pat received her Associates Degree from Gulf Coast Community College in Panama City, Florida and attended Florida State University Tallahassee and Franklin University-Columbus.
